Flash is a character with an interesting problem he has a super power that goes off when he doesn't want it to.  For some supers that might not be a problem - except his power is a dangerous burst of microwave radiation.

Lt. Wilson "I know there has been alot of criticism of the recruiting we have done for our SPAT team. I am here to say these are good people, but the critics need to understand you can not hire Super Heroes with perfect personalities on our budget."

Norville worked 3rd shift as a lab technician, when he was victim of an strange accident. One night he was making some popcorn in an old microwave, when unknown to him there was a metal detectable bandage in the popcorn. The metal interacted with the microwave – causing it to explode sending radiation everywhere changing Norville forever.

The disadvantage table can be harsh on a character, and it was on Flash. His powers were ruled the result of a industrial style accident, to explain how he could end up working in a lab and occasionally exploding for damage. He would be kept around the lab as an intelligence of 7 makes him a genius just beyond the range of normal humans. So despite his short comings he is officially in charge of all SPAT investigations.

The power tweak was an attempt by the player to make it possible for him to damage his opponents, and reign in the destructive tendency of a uncontrolled distance attack.

An uncontrolled power will go off 50% of the time in a moderately stressful situation. This is defined as any time the character make a roll. As a result this character does not do hands on lab work, as he could get stressed and destroy the crime scene.

In combat he runs up to opponents and explodes at them, as an uncontrolled power is one that goes off sporadically – but also will go off when the player wants it to, up to the normal times a round the player can use it. So flash runs up to a bad guy the bad guy punches him, he dodges but the stress triggers his power to go off. When it comes his turn in the initiative he makes an attempt to punch his opponent.

Some sort of set up would exist to allow him to view work and enter information into a computer – probably something holographic, as on the nation wide level SPAT has access to some pretty creative technical skills.

To the extent that circumstances allow Norville is an extrovert longing for social interaction, although always away of the 5 foot zone that he must keep around himself. To the point that if someone enters that zone it would qualify as a stressful situation and may set off his distance attack.

Sarah was born with her sonic attack, or so her parents claim. They claim that at three months she cried so loud the mobile above her bed broke.

As a young child everyone was told she was tone deaf, as contact with popular music was restricted, in case she were to learn to sing with it the music, and cause unintentional damage. When the rest of the powers developed as a teen, she started using them to help the world around her. She applied for SPAT right out of high school.

High-C is a sniper – designed for two things, to get the first strike, and be able to get to a spot where that can be used. While she only keeps three of the dice the nine dice in the base roll should make them a good three dice. The 9 levels of sonic attack mean that any target within 9 squares of distance not not create a range penalty, also the invisible nature of a sonic attack makes that shot even harder to dodge. The catch to a sonic attack is it's noisy and the sound carries a long distance so once that first shot goes off she's not quite as hidden as she just was. Her see chemical ability could lead to a lot of things – right now she does not have the skills to support that, she can see them but identifying them is not that easy.
